Each chapter should follow the following format:
Title eg Food, Tourism, whatever
Authors Your names
The Present This section should be no longer than a single paragraph (six to eight sentences) and should sum up the current situation and its problems, as well as the issues posed by peak oil with regard to the particular topic.
The Vision This section should not exceed two paragraphs in length, and should look at how, in your vision, Kinsale will be in relation to your sibject area by 2021. Envisage Kinsale with only 25% of the fossil fuels currenlty available. How do you see Kinsale, in that scenario, having adapted to it in such a way as to actually be a more pleasant place to live? What would it look like? What would it be like to live there? This section needs to communicate clearly and passionately your vision for a post-carbon Kinsale.
Practical Steps This is the main part of this project. In this section you are to set out, in a chronological order, the practical steps that need to be undertaken to move towards your vision. How, starting from today, will you begin to make the move towards the sustainable low-energy Kinsale, in such as way that most of the community are on board with the process? How can you pull in and integrate the existing organisations in Kinsale? Who will undertake the work you are proposing? If you are able to state whether a particular step should be carried out by the community, the Town Council or the County Council, then put that in. Your proposals need to be bold but also achievable. Draw on best practice wherer you can find good examples, you can cite the sources for these in your final section. Your steps should be dated.
Resources Here you can list any useful websites you used for research, any books, and any useful organisations. The idea with this section is that anyone reading the report can follow up areas in which they have an interest. You can put international links, but also links and contact details for organisations already working in the area (however ineffectual you make feel they are), such as Sustainable Energy Ireland or the Waste Management people at Cork City Council.

The essence of this report is that it is concise, readable, and that it stimulates the readers with loads of ideas that they previosuly would have never considered. Your task here is to distill all that you know about permaculture and sustainable solutions and apply it to a real-life settlements. This is town-scale perrmaculture. Make it bold and exciting so that it can seize people's imaginations.
