The Transition Town Lewes Finance Group has recently been reformed and its remit changed.
The Finance Group supervises the financial affairs of TTL in terms of keeping records and accounts of receipts and payments from the main TTL bank account. It will report at least quarterly to the Contacts Group.
The Finance Group helps manage the office budget from unallocated funds and supervises and makes payments to and from reserved funds relating primarily to funding grants and specific group funds. It can help any TTL group manage their funds whether from donations, grants or receipts from events.
To ensure accountability within TTL, each group is asked to keep records and receipts of all money passing through their hands.
After TTL's first year of fantastically successful events, the Finance Group has produced a financial report for the year 2007-2008 which can be seen here: Annual Report. The Group will prepare an annual financial statement for successive years.
It is proposed that applications for funding and the management of grants will be handled by groups themselves. The Finance Group is not involved in managing TTL's contractural obligations with existing grants or future grants, and these are to be managed by the TTL Group or individual responsible. Of course the Finance Group are happy to give advice on how to ensure project accountability and record keeping. Each project will be managed by the TTL group responsible according to the requirements of the individual funder.
It is proposed that the Project Facilitator will keep records of funding applications made by the various TTL groups. The procedure we have been following is set out here: Attach:fundproc.doc, but this may need to be revised.
